Provides strategic direction, oversight, and maintenance for MSD enterprise GIS development and data governance. Maintains the accuracy and quality of GIS database information and develops GIS products and applications that streamline agency procedures and workflows. Regularly performs data analysis and visualization to support the MSD’s departmental functions, service processes and analytical requirements.


Develop, monitor, and implement GIS vision, mission and goals in addition to multi-year strategic plans in designated technology areas including capability/needs assessments, business requirements, gap analyses, initiatives, goals, and roadmaps.

Develop, create, and maintain enterprise GIS solutions that support a broad range of agency functions including mobile field collection apps, in-office desktop apps, and operational dashboards to monitor and track performance.

Provide direction and oversee development, testing, deployment, and maintenance of GIS applications and systems in a complex, multi-platform environment.

Use GIS to establish and compile metrics used in creating comprehensive planning documents for metro townships

Implement professional research methods including records management processes, procedures, and best practices in support of comprehensive planning initiatives.

Create workflows that streamline agency processes and improve data quality including toolsets and workflows using ESRI Python infrastructure; participates in developing and implementing queries, scripts and other instructions

­Oversee data governance; participates in creating memorandums of understanding between agencies that specify how authoritative data is exchanged, updated, and used across multijurisdictional boundaries

Ensures agency’s authoritative datasets are regularly updated, backed up, and made accessible to other agencies with legitimate planning interests

Ensures creation and maintenance of written documentation including system and user manuals, license agreements, data dictionaries, interfaces, and architectural diagrams.

Communicates in a clear and concise manner; write technical documents, grant proposals/RFPs, and news releases

Create and release GIS content and planning tools/documents on MSD website

Provide individual training and assistance to users unfamiliar with software components or individual tasks, including written instruction, training documents and procedures to assist users.

Coordinate the production and distribution of GIS data; create geocoding, map and feature services; monitor geoprocessing steps and perform quality control checks on results

Convert addresses into GIS formats using geocoding routines and resolves address errors; may update geocoding algorithms to improve geocoding accuracy.

Convert non-GIS formats into usable GIS data formats

Frequently collaborate and work closely with external agencies, service providers, and technology resource providers

Serve as agency liaison to GIS Solutions Technology Working Group and coordinate with Information Services GIS team to implement GIS solutions to production environments

Bachelor’s degree from an accredited college or university in Urban Planning, Geography, Computer Science, or other closely related field

  • Five years of verifiable progressive GIS experience developing advanced workflows and applications in a similar business environment
  • Proficiency using ArcGIS Server to publish map and feature services using REST for application consumption
  • Proficiency configuring and deploying ArcGIS Enterprise Geodatabase solutions in test and production environments
  • Knowledge of web GIS and programming languages used within ESRI (Arcade, Python), and web API (Java, Python), and how to apply them in context
  • Applied knowledge of relational database technology with knowledge of extensions enabling the storage of spatial data
  • Functioning knowledge of GIS relationship class structures, indexing, unique ID (Global, GUID, etc) in an enterprise GIS environment
  • Ability to analyze business and technical processes and determine ways of making them more efficient


Intermittent exposure to stress as a result of human behavior.  Required to feel attributes of objects, sit for long periods of time, talk, hear, grasp, push, stand, walk, drive, reach with hands/arms, stoop, kneel, and use repetitive wrist, hand and/or finger movement.  Must be able to lift up to 20 lbs. Specific vision abilities include:   clarity of vision at 20 feet or more and 20 inches or less; three-dimensional vision or the ability to judge distance and space relationships; ability to identify and distinguish colors, adjust the eye to bring an object into focus and to see up and down or to the right or left while fixed on a point.  Travel to attend conferences, training, outreach and other events occurs weekly.
