Bart Barker has led the Greater Salt Lake Municipal Services District (MSD) as General Manager since May 2017. Previously he was a senior policy adviser to the Salt Lake County Council. In the 1980s he served as a Salt Lake County Commissioner for 10 years.
The MSD serves 81,000 residents in the municipalities of Brighton, Copperton, Emigration Canyon, Kearns, Magna and White City, along with the unincorporated areas of Salt Lake County. Elected officials from its 7 member entities comprise the MSD’s Board of Trustees.
The District provides Public Works, Planning and Development, Parks, Animal Services, Engineering, Courts, Prosecution, and Indigent Legal Services to its member communities.
As a County Commissioner, Bart was responsible for the financing, design and construction of the 500,000 square foot Salt Lake County Government Center at 2001 South State Street in Salt Lake City. He championed the County’s 5-year budgeting process and led the Commission in setting tax policy. He promoted policies to preserve the County’s triple-A bond rating. He served as Public Works Commissioner during the 1983 floods and led the County’s nationally recognized flood response and the construction of flood control facilities the next year that have prevented such flooding since.
In addition to his 20 years of local government service, Bart has more than 20 years’ experience in the private sector. He built and led successful technology organizations for companies based on the east coast, in Silicon Valley and in Utah. He co-founded the Exoro Group, a Salt Lake marketing and public policy firm. He began his career as a daily newspaper reporter and editor.
