What is the Greater Salt Lake Municipal Services District (MSD)?
In the November 2015 General Election, voters in Copperton, Emigration Canyon, Kearns, Magna, and White City voted to become metro townships served by the MSD. Voters in unincorporated islands voted to remain in unincorporated Salt Lake County and receive services from the MSD. The Town of Brighton incorporated in January 2020 as an MSD member. The total population served by the MSD is approximately 85,677.
The MSD is a special district providing municipal services to five metro townships, a town and unincorporated Salt Lake County. The member communities consist of:
- Town of Brighton
- Copperton Metro Township
- Emigration Canyon Metro Township
- Kearns Metro Township
- Magna Metro Township
- White City Metro Township
- Unincorporated Salt Lake County
The MSD is governed by a Board of Trustees made up of five mayors and two council members from the member communities.

The MSD provides the following Staffing and Administrative Support for the Member Communities:*

- Finance and Budgeting
- Information Technology
- Communications
- Legal
SERVICES
The MSD provides the following Municipal Services:
1) Planning and Zoning
- Addressing
- Building & Grading Permits and Inspections
- Plan Review
- Land Use and Zoning
- Current and Long Range Planning
- Floodplain Permits
- Stormwater Management Planning
- Economic Development – contracted with Salt Lake County Office of Regional Development.
2) Animal Control Services – contracted with Salt Lake County Animal Services.
3) Parks Maintenance and Operation – contracted with Salt Lake County Parks & Recreation and/or a third party.
4) Public Works--Construction and Maintenance of Rights-of-Way -- contracted with Salt Lake County Public Works Operations and Engineering, including:
- Curb & gutter
- Sidewalks
- Streets and roads
- Storm drains
- Street lighting
- Traffic signals and safety signals
- Snow plowing
- Engineering

6) Code Enforcement
The MSD does not provide police, fire protection or sanitation services.
